INTRODUCTION/PURPOSE

The New Mexico Crime Victims Reparation Commission (CVRC) is soliciting competitive applications from agencies that provide direct services to victims of crime in New Mexico (state and tribal lands). Eligible applicants include agencies that are currently funded in Federal Fiscal Year (FFY) 2026 for a VOCA Victim Assistance award from CVRC and other non-profit and governmental agencies based in New Mexico that provide direct services to victims of crime who wish to apply as new applicants.

This solicitation is being issued as a competitive application process. Funding is not guaranteed for currently or historically funded VOCA Victim Assistance (VA) programs.

Approximately $9.3 million is anticipated to be available to support competitive projects throughout the state to ensure access statewide to survivors of crime within governmental, non-governmental, non-profit, tribal, and other providers of direct victim services. This funding is subject to the final VOCA Formula Grant award, availability of federal funds, and Commission approval.

CVRC is committed to administering VOCA funds through a fair, transparent, and competitive process that promotes statewide access to high-quality direct victim services while ensuring compliance with applicable federal statutes, regulations, and grant requirements.

The specific level for future funding cycles from the Office for Victims of Crime (OVC) is based on the federal award received by CVRC. The level of federal funding received determines awards. This competitive solicitation is consistent with the State of New Mexico Crime Victims Reparation Commission 2022-2025 Strategic Implementation Plan which outlines the current statewide funding priorities and the State Implementation Plan. Funding under this solicitation may be awarded for an initial 12-month project period, with continuation funding for up to three additional years, subject to the availability of federal funds, satisfactory performance, compliance with award requirements, and Commission approval.

All applications must support CVRC's current statewide VOCA funding priorities as identified through the State Implementation Plan and this competitive solicitation. The State Implementation Plan can be found at https://www.cvrc.nm.gov. https://CVRC.nm.gov. Examples of programs that may be supported through this Request for Proposals include victim/survivor advocacy, counseling, victim coordinator positions, direct victim service positions, and language access and accessibility services provided by nonprofit, Tribal, and governmental victim service organizations (including District Attorneys' offices, the New Mexico Corrections Department, and law enforcement agencies) throughout the state.

Selected subrecipients must provide free direct services to victims of crime including, but not limited to, domestic violence, sexual assault, human trafficking, child abuse, DWI/DUI crashes, financial exploitation, survivors of homicide, elder abuse, stalking, and assault. Subrecipients may provide direct services to victims regardless of their participation in the criminal justice process, and victim eligibility for direct services under this program is not dependent on the victim’s immigration status.

Jul 12, 2026 7:36 PM	Hello, the link in the Request for Proposal regarding the Equal Employment Opportunity Plan (https://www.ojp.gov/eeop-notice) leads to a notice that says "OCR is temporarily pausing this collection of information as we evaluate this program and has removed this page and the associated tool." Given this, do we need to provide an Equal Employment Opportunity Plan with this application?	We are aware that the U.S. Department of Justice Office for Civil Rights has temporarily paused the EEOP collection process and removed the associated reporting tool. The Civil Rights and Nondiscrimination Compliance section that begins on Page 12 of the amended RFP and includes subrecipients will provide an Equal Employment Opportunity Plan (EEOP) or EEOP Certification, if required, in accordance with applicable U.S. Department of Justice requirements. At this time, applicants do not need to submit an Equal Employment Opportunity Plan (EEOP) or EEOP Certification.

The requirement to submit job descriptions and resumes with your application applies only to personnel positions for which you are requesting VOCA funding.
Jul 13, 2026 1:39 PM	I was urged by superiors, who assured me that they had discussed this with CVRC, to request funding for an additional position, a case manager of sorts. Where/how would I do this in terms of where in the narrative, and where in the financial sections should I do this? Would it be labelled as "potential position" or how should it be labelled? The dropdown box does not offer the option of adding a new user, it only offers the option to select an existing user. What am I doing wrong?	As a new user in Webgrants, have your staff person register in WebGrants by navigating to nmcvrcgrants.com, clicking the yellow button that says �Click here to register,� and completing the form. Is there a way to copy the entire application and then edit it to make sure it is up to date. Thank you.	FY 2027 will use a competitive application process, while FY 2026 used a continuation application. If you copy content from a continuation application, ensure all information is updated to meet the current request for proposals. Please note that continuation applications did not require the VOCA narrative component, but it is mandatory for FY 2027 competitive applications.

Assuming our proposed project remains substantially the same and we again qualify for a match waiver, should we prepare the application budget without including match funds? Related question: If applicants who ultimately receive a match waiver are nevertheless expected to include match in the application budget, and the waiver is later approved, would the applicant be allowed to revise the narrative, project budget, budget narrative, and Primary Project Components to reflect the lower total project budget?	As found on page 16 of the amended RFP, "Federally recognized American Indian/Native American Tribes/projects that operate on tribal lands (current or new): EXEMPT FROM MATCH REQUIREMENTS."
Jul 15, 2026 9:59 AM	If an applicant proposes to collaborate with another nonprofit or tribal organization to provide a portion of the direct victim services under the project, does CVRC require the partnership to be formalized? If so, what documentation is required (e.g., memorandum of understanding, subaward agreement, contract, or other documentation), and must it be submitted with the application or may it be provided after an award is made?	The VOCA Contract condition reads: Subawards must have specific federal authorization: The recipient, and any subrecipient ("subgrantee") at any tier, must comply with all applicable requirements for authorization of any subaward. This condition applies to agreements that -- for purposes of federal grants administrative requirements -- OJP considers a "subaward" (and therefore does not consider a procurement "contract"). The details of the requirement for authorization of any subaward are posted on the OJP web site at https://ojp.gov/funding/Explore/SubawardAuthorization.htm (Award condition: All subawards ("subgrants") must have specific federal authorization), and are incorporated by reference here. Applicants are encouraged to submit a Memorandum of Understanding (MOU), Memorandum of Agreement (MOA), subaward agreement, contract, or other written documentation describing the nature of the collaboration, the responsibilities of each organization, and the services to be provided. If such documentation is not available at the time of application, it may be provided after an award is made and prior to the commencement of activities involving the collaborating organization, if requested by CVRC. Regardless of whether a formal agreement is submitted with the application, the applicant remains solely responsible for ensuring compliance with all applicable federal and state grant requirements and for the performance and oversight of any collaborating organization involved in the funded project.
