  • PURPOSE OF THIS REQUEST FOR PROPOSAL

    The purpose of the Request for Proposal (RFP) is to provide Domestic Violence Services throughout the state of New Mexico. There are four purpose areas included in this RFP. The New Mexico Crime Victim Reparation Commission (CVRC) is issuing this RFP for FY 2026. The initial contract term is for the 12-months, beginning on July 1, 2025, and ending on June 30, 2026. CVRC reserves the right to extend the contract on an annual basis, or any portions thereof, for up to three (3) additional years. In accordance with Section 13-1-150 NMSA 1978, no contract term for a professional services contract, including extensions and renewals, shall exceed four years, except as set forth in Section 13-1-150 NMSA 1978. These statewide and/or regional, county or community services must be provided in accordance with the applicable Federal, State, and local laws. The total amount of funding available through this RFP is for the 12-month period and subject to legislative appropriations of funding, and budget approval by the Department of Finance and Administration.

    Applicants can submit directly to CVRC for funding and administration. Applicants may also submit through umbrella organization, such as a Statewide Coalition with an infrastructure to operate as a pass-through funding agency. If agencies choose to submit under an umbrella application, their entire application must be submitted by that umbrella agency. The umbrella agency must attach a deliverable budget, PPCs, and a narrative for each agency. These documents will be uploaded within the WebGrants online system under “additional documents”.

Does “throughout the state” mean that applications/agencies must propose services that cover the entire state? If not, I understand the alternative interpretation. Thank you.Thank you for your question regarding the language on page 4 of the RFP under “Purpose of This Request for Proposal,” specifically “…to provide Domestic Violence Services throughout the state of New Mexico.”   To clarify, applicants are not required to propose services covering the entire state. The intent of this language is to communicate that the RFP is open to any eligible organization providing domestic violence services within New Mexico—whether that be across multiple regions or within a single community. Organizations serving a statewide population, multiple counties, or a small rural community are all eligible and encouraged to apply.
May 8, 2025 2:17 PMIf a state coalition such as NMCADV is serving as the passthrough for agencies submitting under the coalition for the FY26 DV Services RFP, can you please confirm that only three items need to be submitted for each agency at the time of application—specifically the narrative, Project Performance Criteria (PPCs), and deliverables-based budget? which means the pass through agency will be responsible for collecting all other required documents from subgrantees upon award of the RFP, rather than at the time of submission?Thank you for your question, Yes, if a state coalition such as NMCADV is serving as the passthrough for agencies submitting under the coalition for the FY26 DV Services RFP, only the three required components listed on page 20 of the RFP must be submitted for each agency at the time of application: The Narrative, Primary Project Components (PPCs), and the deliverables-based budget. Only the administering organization or independent agency submitting the application will be required to submit the required documents as listed on page 20 of the RFP.
May 8, 2025 4:24 PMIf the agency is submitting for all 4 purpose areas can you do one Deliverables Based Budget, clearly showing deliverables for all 4 areas and 1 PPCs/Deliverables Form clearly showing all 4 areas or do you want 4 separate forms. As stated on page 5 of the RFP, applicants may apply for all four (4) purpose areas; however, they are required to submit and complete separate applications for each purpose area. Therefore, a separate narrative, deliverables-based budget and PPCs/deliverables must be submitted for each of the four purpose areas. Applicants should not combine deliverables or budget information across purpose areas into a single form.

Applicants should ensure their responses are concise yet comprehensive, addressing all required questions and criteria within the character limit.

Does this include legal advocacy from advocates, non attorneys, for orders of protection, immigration legal services, pro se assistance for matters related to IPV. Basically, services for legal assistance from non-attorneys. Thank you for your question. Purpose Area 2 is specific to full representation, counsel and advice, and brief services, including documentation preparation, limited representation, and pro-se assistance that can be provided by a licensed attorney or legal advocate as outlined in the Scope of Work and Deliverables, Goal #2. We emphasize that this funding is for one (1) year.
