  • PURPOSE OF THIS REQUEST FOR PROPOSAL

    The purpose of the Request for Proposal (RFP) is to provide Sexual Assault Services (SAS) throughout the State of New Mexico. There are three purpose areas included in this RFP. The New Mexico Crime Victim Reparation Commission (CVRC) is issuing this RFP for FY 2026. The initial contract term is 12 months, beginning on July 1, 2025, and ending on June 30, 2026. CVRC reserves the right to extend the contract annually, or any portions thereof, for up to three (3) additional years. In accordance with Section 13-1-150 NMSA 1978, no contract term for a professional services contract, including extensions and renewals, shall exceed four years, except as outlined in Section 13-1-150 NMSA 1978. These statewide and/or regional, county, or community services must be provided by the applicable Federal, State, and local laws. The total amount of funding available through this RFP is for the 12 months and subject to legislative appropriations of funding, and budget approval by the Department of Finance and Administration.

Eligible applicants under this RFP will apply to one of the three Purpose Areas listed within this scope of work and deliverables. Applicants can apply for more than one Purpose Area. However, applicants must submit separate and complete applications for each Purpose Area. Eligibility requirements for applicants under each Purpose Area are defined within the Scope of Work. Applicants that do not meet the eligibility requirements under the Purpose Area in which they are applying will be deemed ineligible and non-responsive to the RFP. May 13, 2025 11:15 AMDo existing SAS grantees with a current contract need to submit anything for continuation of funds in FY26?This is new sexual assault services money that is only for one-year, non-recurring. This is a competitive solicitation request for proposals. The project period begins 7/1/2025 and ends on 6/302026.
May 16, 2025 5:19 PMWe are required to submit two proposals - one for Purpose Area 1, Infrastructure and one for Purpose Area 3, SA Service Providers. However, when I attempted to create the 2nd one, Webgrants didn’t allow me to enter my organization name or others who need to be included from our staff. Because of that, I was hesitant to continue thinking that I might erase our first proposal that we are still working on. Do I need to wait until the Purpose Area 1 proposal is submitted before I attempt to create a second one under the SA funding RFP?Applicants need to start a new application if they are applying for more than one opportunity. New applications can be created by selecting the funding opportunity in Webgrants, in which they are applying. On the right side of the screen, select the green button “start new application.”
May 16, 2025 5:30 PMGood afternoon. We are applying for multiple components in PA-1. On pg. 26 of the RFP it says PA1 cannot exceed 10,000 characters within the webgrants system. Which is extremely hard to do for multiple components. In the webgrants app, it appears each component has a 10,000 character limit. Is the 10,000 character limit per component acceptable via the RFP? Thank you.We ask that applicants be clear and concise and adhere to the limit of 10,000 characters as indicated in Webgrants.
May 16, 2025 5:59 PMIn relooking at webgrants - are we supposed to combine Purpose Area 1 (SA Infrastructure) and Purpose Area 3 (SAS Programs) into one proposal?As per the RFP on page 5, you must submit a separate application for each Purpose Area. “Applicants can apply for more than one Purpose Area. However, applicants that do must submit separate and complete applications for each Purpose Area. “
May 17, 2025 7:45 PMOn page 14 of the SA application, under Purpose Area 3, Component 1, it says that applicants must at a minimum support the following deliverables within their application : "must demonstrate capacity to provide SA intervention and/or SANE and Advocacy services for survivors of SV, including provision of acute, short-term care for a minimum of 50 people per year in crisis who present at the applicant's organization, or at various locations within its system". Programs are wondering if this is still the case - needing to serve 50 survivors? Most do not have this capacity in our more rural, frontier, border, reservation and isolated agencies. ThanksAs written in the RFP, page 14, Must demonstrate the capacity to provide sexual assault intervention and/or sexual assault nurse examiner services and advocacy services for victim/survivors of sexual violence (and their families), including provision of acute, short-term care for a minimum of 50 people per year in crisis who present at the applicant’s organization, or at various locations within its system. Provide a brief justification as to the project’s inability to meet the minimum amount of 50 survivors.
May 17, 2025 7:47 PMOn page 19 at the bottom, RFP (SA) says that "up to $399 may be budgeted to cover registration fees, mileage, meals or lodging". Are programs not permitted to request additional funding for registration fees, mileage meals AND lodging for CVRC sponsored training? Applicants may request additional funding for the Mandatory NMCVRC-Sponsored Training.
May 19, 2025 10:59 AMRegarding the NM/Native American Resident Preference/Resident Veteran Preference certificate - UNM, Section on CSWB is requesting clarification if this is required of UNM or if there is other documentation to satisfy this item. If these certificates do not apply to your organization, it is not required. As per RFP, page 25, To ensure adequate consideration and application of §13-1-21 NMSA 1978 (as amended), Offeror must submit a copy of its valid New Mexico/Native American Resident Preference Certificate or its valid New Mexico/Native American Resident Veteran Preference with its proposal. Certificates for preferences must be obtained through the New Mexico Department of Taxation & Revenue

Organizations can combine benefits such as FICA, health Benefits, retirement etc. total by employee on one line item.

We are applying through the statewide organization, so the narrative will be in a PDF document.The 10,000-character limit does not include the title of the document and the questions.
May 22, 2025 8:29 AMFor the budget - On page 26 of the RFP, we are asked to "Prepare the budget from your proposed narrative and deliverables. Complete the budget form in WebGrants that corresponds with the purpose area chosen." The form in Webgrants simply asks for an amount per project area versus a line item budget. Do we also need to include an attached project line item budget and, if so, is there a specific format. we should use?Please reference the RFP on Page 25. A deliverable budget needs to be included for the purpose area that you're applying for. The budget should also support the deliverables/primary project components and reflect the components of your narrative. There is not a specific format required, the organization may use their own.
